NEW MEMBERS INTRODUCTION TO THE N.E.R.C.


Welcome to the North East Restoration Club – a group of enthusiasts dedicated to classic and historic vehicles of all kinds. We hope that your membership will be a rewarding, beneficial and happy experience. So, to help ensure that, we list below the major information you will need to know. We want to make sure that you are aware of how the Club functions and what everyone's responsibilities are, so that you don't get any unwelcome surprises during your membership.


The club exists to encourage the restoration and regular use of classic historic vehicles. To that end, we aim to pool resources so that the individual member can benefit in terms of information, expertise, facilities and equipment. We also hope that you make long lasting friends and enjoy the general camaraderie that prevails within the club.


The club could not provide these facilities at such a low cost if it had to function like a business, so we operate like a “collective”, with an elected committee to look after the Club's interest as a whole and generally organise things. Everyone is a volunteer with limits on their time, therefore, the more time members can give to assist in general club work, the more that we can improve and take on.


As a member, you will be encouraged to assist with Club activities and projects. A particular need is the help required for any of our “Open Days” throughout the year. These are our show cases events and we need lots of bodies, both on the days and during the clean-up/preparation beforehand.


During the Club year, there will be various opportunities for family “Get-Togethers”. These are a good way to get to know other members and have some fun to boot. We also go to certain events as a club group so look out for announcements for these throughout the year.


Most N.E.R.C. Members may also be members of the relevant owner's club relating to their particular passion and they will probably attend various events throughout the year. Making us aware of these forthcoming shows, feedback and possibly even a report will broaden the Club's interests and give our magazine editor much needed material.


Use of the club facilities is first and fore-mostly, for the maintenance and restoration of member's classic or historic vehicles. However, we also allow members to take advantage of those facilities to do work on their own, partner's and children's (under the age of 18) every day private vehicle. This does not include vehicles used as part of a business. (you may be asked to provide proof of ownership if the vehicle is unknown to us).


Whatever the vehicle/component that you work on or store on the Club's premises, it is vitally important that you note and accept, that you use the Club's facilities entirely at YOUR OWN RISK.It is up to you to take every reasonable precaution to protect yourself, your equipment and your property. You need to provide insurance cover for your vehicle as the Club is unable to accept responsibility in that respect. You are deemed to be responsible for your actions. You must, therefore, respect other member's property and take suitable precautions to prevent damage.

The Club has various items of equipment available for use within the workshops. Some are locked away for safe keeping so for those you will have to arrange access through a committee member.





Before using any of the equipment we would ask you to ensure that:



  1. You know how to operate the item concerned in accordance with best safety procedures.

  2. The item is serviceable and not damaged.

  3. You use the relevant protective equipment for the task. (It is your responsibility to provide such protective equipment if there is non to hand)


All members should take a proactive approach to safety issues; being vigilant, thinking operations through and highlighting and perceived dangers.


One point to note is that you must not use the Oxy/Acetylene equipment, unless you have been trained in, and can demonstrate, the relevant operational and safety procedures. All welding requires a Fire Watcher.


Items of equipment are not as a general rule, allowed to leave the workshops. However, in some circumstances, we may relax that rule, provided certain criteria and assurances could be met. An approach must be made to the committee as a whole for consideration.


Regarding various materials around the club premises, it is important for you to note that they will generally belong to somebody and should not be taken without the owner's permission. The only consumables that the Club supplies free of charge are electricity, water, oxygen and Acetylene.


Certain items of equipment have set booking procedures. And/or will require you to contact a specific person:

  1.   Temporary bays & painting Shed – Contact Michael Scott

  2.   Four Post Lift – Consult the RAMP BOOK and book in if available. You must note the owner's name; the vehicle and its registration number; expected times on and off; a brief description of the work. The ramp must only be booked for a maximum of one day it can not be used as a temporary bay. Please be sure to cancel any booking that you can not take up as soon as possible in case someone else has a need. Please leave a contact number with your booking.


The above information is to be read in conjunction with the Club's General rules and Safety Rules provided with your application form. The NERC Constitution is available on request.


We hope that the above information does not sound too bureaucratic, but it is essential that you understand that nature and mode of operation of our club.


If you feel that you cannot accept or agree to abide by all of the Club's rules and conditions, then you must not join.

N.E.R.C. Safety Rules


  1. Fire extinguishers and other appliances must not be removed from their allocated sites unless in the event they are needed. If any fire equipment has to be used, even partially, this must be reported to any member of the committee. Fire buckets not to be used as ashtrays or litter bins. New members to make themselves aware of emergency fire procedures re escape exits and the safe congregation/evacuation areas. Phone the Fire brigade if unsure about the safety of people and the workshops and any danger that the fire could reignite.


  1. First aid kits must be returned to their allocated positions after use. You should inform the committee immediately of any shortages. Allocated First-Aider/s will check the contents of the Kits on a monthly basis.


  1. It is everyone's responsibility to keep work areas tidy, safe and to work without endangering themselves, others, or other vehicles. Members working on the premises do so at their own risk. Recommended protective clothing and equipment should always be used. All equipment to be kept in good order and used correctly.


  1. Disconnect vehicle batteries completely when in 5-year or short term restoration bays.


  1. Combustible materials (petrol, paraffin, thinners etc.) must be stored in sealed metal containers and only minimal quantities kept on the club premises.



  1. Welding – Do not use this equipment unless you have been trained and can demonstrate it's correct use and safety procedures.  Gas bottles must always be secured in a mobile trolley/container and turned off when a job is finished. Always return these to the designated storage area. Special care to be taken to remove all combustible materials from the immediate vicinity.


  1. Liquid fuel heaters to be turned off when not in use. All electrical equipment to be unplugged when not in use. Extension cables to be re-coiled and unplugged when not in use. No Electric fires/heaters allowed in the workshops.


  1. Electric hand tools must be earthed where necessary and maintained in good order, with any guards correctly fitted. Rubber-type plugs are recommended. Use of electrical equipment to be avoided in damp conditions.


  1. Access to main electrical switch panels are to be kept clear at all times.


  1. Engine and other heavy components to be safely secured at all times.


  1. All gangways to be kept clear at all times. Nothing should project outside a members designated work bay/area.


  1. Rubbish is to be removed at each visit. Oily and/or inflammable waste to be removed from the premises without delay. Spillage to be cleaned up immediately. Please use scrap metal skip where appropriate, general rubbish to be removed from club premises

 N.E.R.C.  General Rules


  1. All members and visitors must sign in/out at every visit to the club premises. Visitors should be accompanied by a club member and children must be under supervision at all times.


  1. Normally, a vehicle owned by a member can be considered for allocation of a 5 year workspace. This waiting period may be adjusted at the discretion of the committee, the status of the waiting list and the need for the vehicle in question to comply with the age limit. (vehicle must be twenty years or more for a restoration bay). The temporary bays can be booked immediately and are dependent upon the availability and the age restriction as above.


  1. All persons with vehicles in the workshops must be fully paid up members of the N.E.R.C. Defaulting members (non-payment of subscriptions/agreed contributions [AC's]) will be reminded re payment and/or asked to remove their vehicle. Should this occur they may only re-apply for a workspace after bringing their “AC's” up to date and complying with rule No. 2.


  1. The member must complete the worksheet for their vehicle in the bay at each visit. Vehicles must be worked on regularly. Worksheets must be displayed in a prominent position on the vehicle or in the bay. This worksheet will be regularly monitored and, if significant progress is not evident over a three month period, the member may be asked to remove their vehicle (subject to one months notice and by arrangement with the committee). We know that personal and family commitments can interfere with all best laid plans. Should problems arise, please inform the committee as soon as possible in order to avoid any unnecessary action and ill-feelings. The bay lease is on an annual basis up to five years.


  1. Only one bay is allowed per member, only one vehicle per bay. The member may be requested to move their vehicle to an alternative bay, as decided by the committee and with due notification to the bay holder, to ensure that the workshop facilities are used more efficiently.


  1. Vehicles, components, tools and any item belonging to a member, which is stored in the workshops, is entirely at the owner's own risk and should be covered by the member's own insurance.


  1. When the restoration of a vehicle is completed, the vehicle should be removed from the workshops.


  1. Bay holders wishing to restore subsequent vehicles, must make a new bay application, as continuation of bay use from vehicle to vehicle is not allowed. (Unless circumstances permit)



  1. The sale of a vehicle does not give the new owner any rights to a workspace. A vehicle in the workshops that is sold, to a member or non-member, needs to be removed from the club premises and all outstanding “AC's” paid to the club prior to it's removal , Sale of a vehicle to another member may not automatically result in its removal. The committee will review the situation, taking into consideration the circumstances at the time. (i.e. If the buyer is next on the workspace waiting list).

  1. Bay holders are to keep their working areas tidy and remove all rubbish, unwanted food and empty tine etc. from the club premises. Two skips are available for members use. One for Ferrous metal waste and one for General rubbish. “Not for Food Waste”.


  1. Workspace fees must not fall more than one month in areas.


  1. Workshop equipment, including the car transporter/trailer, is for use in connection with genuine restoration projects or collection of historic or desirable vehicles.

  2. Storage of vehicles will be at the discretion of the committee and only considered on a short-term basis, subject to available space.


  1. No work to be carried out in the gangway adjacent to the club room entrance.


  • The Agreed Contributions (AC's) are those mutually agreed contributions, deemed suitable for the use of any work bay, or the use of any of the club facilities. The memberships fees and work bay “AC's” are to cover annual running costs and for the maintenance or replacement of equipment and upkeep of the premises. The annual subscriptions and the “AC's” may need to be reviewed on an annual basis.


  • Club Rules to be reviewed annually and additions or revisions made by the elected committee, subject to priority/necessity.


  • Members accepting a restoration facility will be required to sign a declaration that they agree to abide by the General Rules and Safety Rules of the Club and pay the Agreed Contribution one month in advance.

  • Members should be prepared to represent and attend N.E.R.C rallies with their vehicles and generally assist in the workshops, particularly on “Club Open Days”.

The club welcomes individuals or organisations who may wish to join as Associate Members  or simply offer a donation to the club, the funding helps support the club charitable activity and upkeep of the facility in Washington. Latest fundraising activity relates to the roof of the building which is in need of significant repair or replacement, every little helps, so thanks for your support.
